Out of curiosity, to datacenters offer (as an additional-cost service of course) to add customer POC's to their notifications on whatever monitoring equipment they might have? So when, for example the commercial power to the facility fails, not only does the datacenter staff know, but the customers can know as well (and perhaps start planning workarounds)? Most datacenter contracts prohibit batteries in your cabinets. For good reason, relating to fire codes and firefighters knowing where to expect such hazards.
The far better solution is yo have something external that can notice when a datacenter goes away or services stop responding.
