[outages] Charter Transport , SW Ohio

Aprox 5:07 am EDT; we lost contact with about 30 ELAN sites connected on the Time Warner / Charter transport network. There was scheduled maintenance overnight, but impacting only one service. Help desk is slammed with calls. Been on hold for more than 40 minutes.
