[outages] charter fiber cut in CA

I noticed yesterday around 2:50PM PDT latency and packet loss start to rise, they had their first report around 5 PM PDT. ETR is 2 PM Eastern. Anyone else with knowledge of this? I've had lots of voice issues over fiber. Seems every month there is something that kills us for a day on Charter. Thanks
