There was an issue with Bell (AS577) to Cogent in Chicago yesterday as well (~ 14:15 to 17:20 GMT-4). I had a ticket open with Cogent and they told me the issue was on Bell's side. Not sure where the issue was ultimately.

InterNAP just sent out a notice saying that their cogent BGP peering was in admin down while cogent troublshoots a hardware issue. They don't list what POP market the issue is in though.
