
You are correct. The same rule applies to NPA and NXX in general. Neither can start with a 0 or 1. I've been filtering obviously-invalid ANI on a lot of my switches for years. That number is clearly not a valid number. AFAIK a NXX must match [2-9][0-9][0-9]. From what I recall the FCC now allows carriers to reject calls they think are spam. Step on is to drop calls with invalid ANI.
