And oddly enough, Optimum IP services are fine in Morristown. Lightpath does have their own AS and all, so what you’re describing (layer 3 down) sounds plausible. The town is tearing up a major street for sewer repairs today and VZ is on site, but that’s probably not related. Just a datapoint. :) C
