[outages] Zayo west coast issues

On-going packet loss issues on Zayo/Above.net in the SF Bay area today continues.. Master ticket for initial outage was likely 456129.. Latest round appears to have caused their MPLS network to bounce point to point circuits in addition to DIA issues. -Peter
