[outages] Level3 in the Midwest

I just got saw Level3 in the Wichita area get cut off from the greater part of Level3. Anyone know what's going on? We've received several maintenance notifications about fiber being moved in Missouri along a railroad but those were supposed to be completed last week, according to the GCRs. Justin
