I'm not sure what region you're having trouble in, but Qwest had a tech sent to the Cleveland Tandem (CLEVOH62) to replace a piece of transport equipment at ~8AM EST. This dispatch was to repair an OC-48 ring taking errors which was affecting many DS1s for us. I'm not sure if this is related or not, but as far as I'm aware, they have resolved the issue and our services are restored.
Naw, that won't be my root cause. I've had half a dozen PRIs flapping, first continuously, then randomly, in West Florida.
