[outages] Nationwide Charter issues (round 2)

Seemingly different issue from what was reported on 8/21... this time Charter's DNS infrastructure nationwide is completely down.

Buzz on Facebook and Twitter seems to confirm that this is very widespread. All phone numbers I can find for them are busied out as well.
