I think they have some kind of cutoff re: the number of people affected. I find that when I'm having a problem google admits they're having; if I ask my friends if they're having the problem, and they're not -- it doesn't show up on the appstatus. I think it's like this: I find that at the ISP where I work, if I describe a problem to tech support or customers then every problem they have (no matter how ill suited to the problem description) quickly becomes the problem I described. All debugging and troubleshooting halts and it's pretty much the rare thing I described.
