[outages] Level3 IP packet loss?

We are seeing sporadic packet loss happen on Level3 IP circuit in Raleigh, this shows up when testing across paths such as Dallas->Raleigh. Similar results when doing extended mtr/ping to multiple Level3 customers in Raleigh Ticket submitted to L3 but no confirmation yet from them, is anyone else seeing similar? Regards, Mark
