[outages] NYIIX trunk between 25 Broadway and 111 Eighth Ave

Telehouse has notified NYIIX members that the trunk between 25 Broadway and 111 Eighth Ave in OoS, says Brocade engineers are working on it, and there is not yet any ETR. My company has noticed instability at NYIIX since about 0330 EDT (it is now 0604 EDT).
