Yes, noticing the same thing for a dedicated server located in Los Angeles. Console server is extremely slow to respond as well. Looks to be routing related. It appears to be a global event, spanning multiple data centers. I'm not sure if it's network-related---hosts on 1&1's corporate network are still reachable.
