Notice the common trend?
199.58.199.114 is part of 199.58.196.0/22 which is "Ace Data Centers".
Possibilities as I see them:
a) This "Ace Data Centers" co-location provider (in Provo, UT) is experiencing network-level problems
b) There is a "common hosting provider" who uses "Ace Data Centers" who is down hard and hasn't bothered to tell anyone what is going on. If that's the case, time to read your contract and see if there's an SLA.
TL;DR -- it's not you.
