[outages] Ticketing System (round 2)

I stopped the mail server, cleared out all the emails with the Ticket Updated: dymaxion thing, blocked it at the SMTP layer as well. I’m hoping someone from there may send an apology or at least accept responsibility for it, but please accept my apology for it getting out of hand. - Jared
