[outages] Tata Singapore cable cut

Received this from the Tata IPNOC:

Hi Team ,

As per latest update there is outage in wet segment between first repeater and landing station in provider Intra Asia Segment .

We have no ETR as if now ,rerouting traffic, will keep you posted on progress made.
