Shortly after 6AM EST there was an interruption between Level 3 and TWC. Backup circuits couldn't handle the load. I was unable to reach 4.2.2.2 and a number of other Level 3 specific IPs (voice switches on Level 3's network in Atlanta, Cincinnati). Service effecting OpenDNS as well (208.67.222.222, 208.67.220.220) Seems to have cleared up just a moment ago.
