One way to reproduce is to go to http://lookinglass.level3.net and do a traceroute or ping to 87.238.33.1 or 193.212.1.10 from San Jose. Both addresses should have respond to ping and belong to two different AS3356 downstreams; so the only common factor is Level 3. They respond fine from other PoPs, at least EU ones.
