I saw packet loss to a destination in Troy, NY which has Cogent as one of its upstreams as well (and it was the Cogent path which I saw packet loss/disruption on). This was observed from a non-Cogent multihomed network in Reston, VA. Started at at 11:54 Eastern and ended about 20 minutes later.
