It is hard to say because we always have data circuits and POTS down from multiple carriers at multiple locations. Where "down" means "loss of dialtone" or "on-site router not reachable". Are you able to determine if your issue is truly as wide as an ILEC or if it's specific to just your CLEC? (They may be the same, but naturally it depends) It could still be a fiber cut even if it's CLEC-specific, but this gets into a discussion about who owns what, how much of it they own, and what ties in to what.
