[outages] SE Michigan: AT&T cell (3G and data) service downtime evening of July 19, 2013

Multiple reports on Twitter suggest problems with the AT&T cell service (3G and data) across SE Michigan (Ann Arbor, Warren, Grand Blanc all reported in). The outage lasted about an hour (about 9p -10p ET) according to reports and service appears to be normal now.
