[outages] Level 3 Fiber Cut in Chicago

FYI -- We lost a 1gig metro link this morning on Level3 (PHY is up, but fails to pass traffic), and it turns out that Level 3 had a major fiber cut in the Chicago area that took down 85-WDM waves. No ETA has been provided as of this afternoon. David.
