[outages] Zayo/Abovenet Issues in SF Bay Area - Possibly continued until tomorrow

"Although we are seeing improved performance, Zayo has identified a capacity issue in the San Francisco market and is working to expedite BB circuit orders that are already in place. We are also reviewing alternative traffic shaping measures which may be applied to improve performance. We will provide additional updates on morning of 2-11-14 on ETR regarding new capacity as well as other options determined to be effective as an interim fix action." -Peter
