It looks like someone shifted an enormous amount of traffic to that path and it's maxed out toward us. I don't know if Cogent shifted traffic or if one of their customers is sending far, far more traffic than normal to us. I'll check some other tools to see if I can figure it out. It's definitely full, though. At this time of day, that particular bundle would be running at around 30-35%, but around 16 hours ago, it hit 100% and hasn't dropped since.
