[outages] Telia Texas Issues

Telia is currently experiencing an on-going major outage. They believe its due to a Fiber cut in the DFW/Ft Worth area. The cable fault in Texas is still affecting the IP traffic in USA. Our core engineer is looking into possibility of traffic engineering.
