I can confirm, same thing happened here. 2 separate circuits in Orange County (both using Verizon for last mile), and they both came back up around the same time as yours did.

We have seen about 95% of our circuits that were down in CA restored as of about 13 minutes ago. These were all circuits provided by other carriers with VZ being the last mile and or otherwise “in the loop.”

We have a client in Largo that lost both ATT & CenturyLink MPLS at the same time for ~6a EDT, CL is indicating a widespread outage for FL/TX/CA although we haven't seen any other impact.
