I am now getting reports affected customers seem OK now but no official confirmation, yet. This is in Southern Oregon. Jim McBurnett wroteth on 9/3/2009 7:38 AM:

I don’t have all the details—BUT Qwest has a major outage that is affecting LD calls in North Carolina and maybe more..
