I did find https://forums.att.com/conversations/att-internet-account/cannot-access-gith... and one of the comments says that AT&T knows about the issue. On Fri, Jan 26, 2024 at 9:31 PM James Hartig <fastest963@gmail.com> wrote:
I have AT&T fiber in the Chicago area and I'm having trouble reaching several different sites, including AWS, GitHub, OVH, and some DigitalOcean DCs. I don't seem to have any issues with GCP, Cloudflare, Facebook, Twitter.

I don't see any outages listed for my area in AT&T but I can still access a lot of the Internet so I don't believe it's a local outage.
