Facebook is not the Internet and shouldn't be used as a guideline as to whether or not the Internet is down. I feel bad for your operations staff if that is your mechanism to determine an outage Customer: "I can't get to the Internet" Support: "You're right, Facebook is down, we'll open a ticket with our carrier..." I wonder what someone in Level3 or Global would tell me if I called and told them that...
