Confirm this was a problem in Florida going to verizon's network as well, from about 7pm to 8pm EDT. Seems to have resolved itself by 8:15pm. That's if you can even form a sip session. We have multiple clients complaining. For the call set up try to increase the T1 timer. For the RTP your in for trouble.
I did find that traffic via HE was fine other than NY->NY with HE was being routed via ASH. Regards,
