Just a follow-up/resolution... To make a long story short, I found out that Charter was having some hardware issues upstream (on their port facing AT&T.) Essentially, that particular connection was flapping, causing all sorts of routing fun. At the same time, there was some issue going on with AT&T's DSL -- which, as far as I can tell, was completely unrelated to the Charter issue (other than that they were happening at the same time.)
