[outages] Internap/PNAP San Francisco outage

We're getting 50-80% dropped packets Internap NOC phone number is overloaded or something; waited 20 minutes, finally connected to just go to voicemail. No response of yet to email to the noc. Seems to be dropping where they peer/handoff with GTT.
