Official RFOs, yes: relevant; official word on the disposition of the outage, assurance that it's over. It is useful to know if an outage is over and not likely to recur -- ex an attack is more likely to recur than an error that was repaired. "I saw it down, but it seems back up [or partially back up]", maybe: relevant "Official word is its back up and it's not expected to break again for now", yes: relevant further Troubleshooting / post-mortem / analysis of ongoing outage: maybe: but, outages-discuss is described as for that purpose... Conspiracy theory / post-hoc speculation / "I think it was X" No; irrelevant, personal opinion.
