[outages] Qwest/Century Link routing issues?

I am seeing strange routing issue on Qwest where from one Qwest location, I can get to one IP but not another on the same /24 destination also on Qwest. Both location that I have found is in Indianapolis IN. Anyone else seeing this issue?
