
Your actual end-to-end packet loss in that first example is 0.1% and average RTT is 87.3. That's not great, but it's not awful, either. Then again, packet loss on VPNs always feels worse. The Level 3 router at hop 7 is clearly not happy responding to ICMP at the moment, but it doesn't seem to be affecting traffic going through it. I have confirmed it from my own home connection with Comcast as well. High latency (from 180 ms to a peak of 13400 ms) and periods of complete packet loss as well, all happening when traversing Level3 or GTT in Atlanta.
