[outages] Major QWEST QMOE outage in Minneapolis St.Paul

Major qwest outage. Qwest engineers do not have an ETA yet, but techs are supposidly onsite working on the problem. Auto ticket generation is lagging because of size of outage. no master/global ticket number. Dylan
