[outages] META: Reminder: post the trace

If you're reporting an outage on the list, and you conducted a traceroute that failed, remember to post it at the end of your message; it's usually more helpful than not. I personally recommend 'mtr -r -c 10' (accompanied with 'mtr -nr -c 10', since sometimes you want all the IPs, and that's mtr's one blind spot), but any trace is better than none, whether you're reporting a problem, a meetoo, or a WFM.
