[outages] Massive DNS Trouble, CloudFlare's 1.1.1.1 down

Widespread DNS trouble in the last few hours, including an outage of CloudFlare's 1.1.1.1. Maybe related to CVE-2020-1350? I doubt it. Early report, more info coming. - Cary
