[outages] AT&T outage in PIT due to manhole fire

A manhole (#5341 - corner of Smithfield St. and Strawberry Way) fire in PIT has taken down ~30 AT&T DS3s. Unsure of any impact to other carriers, but it's assumed. As of 6:30AM EST, they estimate it will be 3-4 (9:30-10:30AM EST) hours before anyone can start repairs. FYI!
