[outages] TWC on Southern Cal

There's a reachability issue to DNS and DHCP from 1 Wilshire. It's affecting all of Southern California and there is no ETR at this time. If you don't reboot your modem, the lease doesn't expire, and you hit Google (8.8.8.8) or OpenDNS (208.67.222.222) for DNS it probably will still work.
