[outages] Twitter intermittently broken

Looks like twitter started giving a "something is technically wrong" error, just as @TheEllenShow live tweeted a photo from the Oscars. Doesn't seem to be happening for everyone, but certainly for a lot of people. Mobile client (at least on android) seems to be impacted also. Can tweet, but can't retrieve new ones. If the two events are related, nicely done, Ellen :-)
