AWS has confirmed region connectivity issues. We are experiencing issues reaching systems in the us-east-2 region and the AWS console interface is mostly broken for us.

From the AWS service health dashboard as of 2:36 AM Central:

"We are currently investigating connectivity issues in the US-EAST-2 Region."
