[outages] list trouble

something weird happened that caused the list to not work properly. some of the files changed ownership to my userid and this prevented messages from being posted in a timely manner. i am looking to see how this happened. Hopefully this doesn't occur again. You may have seen some messages become unstuck as a result. - Jared
