[outages] Cogent Outage

While it's not a 'true' outage, we have a customer for whom the circuit, while not down, is definitely having issues. We switched to failover on FiOS and it is working fine. See this on the Cogent Network Board: Cogent is currently investigating a routing issue that is impacting traffic transiting the North America network. The ticket for this is HD303946735.
