From NTT fwiw: This large scale outage is affecting two different spans. The first span currently has no further updates. The second span has located the fault and is working toward an ETR for the circuits affected. Please note, the start time for the initial notification was corrected to 02/29 at 00:33 UTC. Does anyone know which cables these are/were and the status now? Since the 29th we've been seeing intermittent loss well upstream from us from multiple transit providers in our Singapore DC.

Okay, looks like this is still ongoing with no ETR. Found forum posts talking about Pacnet/Telstra experiencing issues from undersea cuts since Feb 29th, and I just got this from PCCW to back up Marty's information– It is due to multiple submarine cable issue in Singapore and we cannot
provide ETR at this moment.
There are multiple submarine cable faulty in Singapore such as SJC, ASE…..
