Issues with Cogent at 151 Front

Anyone seeing issues with Cogent in Toronto? Saw a huge drop in inbound traffic and got Pingdom alerts for packet loss on Cogent's router at 151 Front. Eric Dugas NetOps ZEROFAIL / AS40191

My graphs seem fine. I only accept customer routes from them, however. Can we agree that cogent outages are not interesting? "Yes, it's broken, but it will stay that way until they learn to hire and pay network engineers, and that doesn't go along with a lowest-bidder sales strategy".
