From what we've heard (summarizing)
some of Charter's core gear in the area died and they are working with Cisco to get it replaced. We're seeing packet loss because of saturation on their backhaul as they re-reroute traffic. Not surprising on the ETR. Charter never provides one, even to enterprise level customers.
