
We're seeing an abnormal percentage of call failures outbound through PacWest to destinations all over the US with an intercept recording "All circuits are busy now". This started Monday and is still going on. Some calls complete after a long post-dial delay. No hint in terms of an NPA or other identifying verbiage in the intercept.
