While this seems to have been fixed now, just to add to the archive knowledge that bgp.he.net seems to have issues with one of their protocols (sometimes IPv4, sometimes IPv6) that Happy Eyeballs are unable to compensate for. Try adding either its v4 or v6 address to /etc/hosts and see if this works, if/when bgp.he.net is not reachable.
